The Spill Contingency and Emergency Response Plan has been prepared to satisfy Condition 17 of the Environmental Assessment Notice of Approval (EA) and Condition 11 & 12 of the Environmental Compliance Approval (ECA). The purpose of this Spill Contingency and Emergency Response Plan is to outline the course of action to be taken by Covanta employees, contractors and visitors in the event of an emergency. The objective of the Spill Contingency and Emergency Response Plan is to provide delineation of authority, responsibilities, procedures, and equipment for employees to effectively respond to an emergency in order to:
- Safeguard company personnel, visitors and contractor
- Protect the general public and community
- Mitigate adverse safety/environmental impacts
- Protect property
- Ensure timely return to normal operations after an emergency
